Promotes community-wide commitment to the goal of ending homelessness; provides funding
for efforts to quickly re-house homeless individuals and families, while minimizing trauma and
dislocation; promotes access to and effective utilization of mainstream programs; and optimizes
self-sufficiency among individuals and families experiencing homelessness.
Nature of Program: The Continuum of Care Program (CoC) competitively awards grants for
CoC planning costs, Unified Funding Agency costs, acquisition, rehabilitation, new construction,
leasing, rental assistance, supportive services, operating costs; Homeless Management
Information Systems (HMIS), and project administration costs. CoC program funds can be used
for projects under five program components: permanent housing, transitional housing, supportive
services only, HMIS, and, for CoCs designated as high-performing communities, homelessness
prevention.
Applicant Eligibility: Private nonprofit organizations, states, local governments,
instrumentalities of state or local governments, and public housing agencies are eligible to apply
if they have been selected by the Continuum of Care for the geographic area in which they
operate.
Legal Authority: Subtitle C of Title IV of the McKinney-Vento Homeless Assistance Act (42
U.S.C. 11381-11389).
